On Public Sénat: Emmanuel Macron’s Tribune: “True sovereignty in some areas is shared sovereignty”.
On Tuesday 5 March 2019, Emmanuel Macron published in the press of the 28 countries of the European Union a Tribune aimed at laying the foundations for the “European renaissance”. Between technocratic proposals, catch-all statements and an idealistic and unrealistic project, the reproaches did not wait. So what is it really like? The President of the European Movement – France, Yves Bertoncini, carried out an analysis exercise on Public Sénat to decipher the Presidential Tribune.
Emmanuel Macron’s platform, a text to revive Europe?
Several media and politicians have criticised in turn either the lack of substance in Emmanuel Macron’s platform or an overload of proposals that are impossible to implement immediately. But Yves Bertoncini stressed the constancy of the President of the Republic’s speech: “We cannot build Europe in one day nor bottle it on four columns, there is a vision that reproduces that of the Sorbonne but for public opinion”. While the format of the forum certainly seems insufficient to relaunch Europe, the President of the European Movement – France points out that “this text at least has the merit of making the diagnosis: Europe is in difficulty in the world as it is emerging against external powers”.
Thus the President of the European Movement – France explains this forum is only the starting point for a European recovery and opens the debate in the run-up to the elections: “It is the expression of the development of a European political life and this forum feeds this political life”. However, he warns against the bipolarisation of the debate: “this political life is not only about the opposition between nationalists and progressives”. For the President of the European Movement – France, Emmanuel Macron could seek to reproduce the pattern of the presidential elections that allowed him to oppose Marine Le Pen. However, he highlights the need to develop a pluralist debate: “This opposition must not summarise the competition that is coming since there will be lists with several nuances of europhilia, several nuances of euroscepticism and some nuances of europhobia”.

A sacrifice of national sovereignty over the Hotel de l’Europe?
Faced with criticism from some National Front officials, Yves Bertoncini reminds us that “true sovereignty in certain areas is shared sovereignty“. He takes the example of the euro as an example: “With a national currency, we would be less well protected against currency wars and global financial speculation”, which explains Marine Le Pen’s decline in its desire to leave the monetary union to which the French are very attached.
In addition, the President of the European Movement – France explained that Emmanuel Macron wanted to show that “unity is strength and that certain European competences must be shared”. This should be the case for border control, according to Yves Bertoncini, who points out that there should be a European border police force: “European borders must be controlled by Europeans”.
