An opportunity to welcome a very strong political announcement, particularly in a Franco-German framework, and a very important step forward for the construction of Europe.
Also an opportunity to recall that the EU already transfers a lot of money via the Community budget and that the European Commission has already borrowed to face the euro zone crisis, but that it is the combination of the two (borrowing to transfer) that constitutes an unprecedented and welcome step forward – to be endorsed by the 25 other EU countries.
