In this policy paper published by the Grand Continent, Thierry Chopin and I analyse the tensions and crises that characterised the choice of EU leaders during the sequence opened by the May 2019 elections. Between relevant scale and democratic challenges, a contribution aimed at clarifying the balance of power at play in the European institutions, followed by specific recommendations to relaunch the debate on their improvement.
