The national financing of the EU Recovery Plan : what benefits?

As the first payments of the European Recovery Plan “Next Generation EU” to the Member States fuel the debate on the costs and benefits of this initiative for France, this Tribune (published by Le Monde) endeavors to distinguish the economic, financial and fiscal dimensions of such a debate in order to clarify its scope and political stakes, on the basis of three series of complementary analyses :

1. The European Recovery Plan helps France given its economic interdependence with its neighbors

2. In the long term, France could be a net contributor to the financing of the European Recovery Plan

3. The creation of new European taxes is desirable for economic reasons rather than because of their financial contribution
